Auckland Emergency Management - Auckland Council

An upgrade to Auckland’s Emergency Response Management systems.

Auckland Emergency Management is a part of Auckland Council and works in partnership with emergency services and other organisations to ensure effective coordination of civil defence and emergency management, to build a resilient Auckland.

We were engaged to relocate AEM into new premises at Auckland House on Albert St and deploy upgrades which would improve the coordination and management of information during an emergency event.  One of the key deliverables was to ensure the team was able to access and control multiple streams of information on demand, in a simple and efficient manner.  Another key deliverable was to ensure that the technology solution we designed worked seamlessly with the Council’s Workflow Management and Prioritisation software and was able to manage a large flow of network traffic.

The scope of the project included 2 boardrooms, 5 meeting rooms, a paging system, and the jewel in the crown – a 6×2 screen video wall in the Emergency Control Centre (ECC).

The boardrooms feature dual Samsung display screens with Microsoft Teams functionality for video conferencing, or alternatively for streaming information from the video wall in the ECC.  The systems run on a backbone of Crestron control systems and include JBL loudspeakers, pan-tilt-zoom conferencing cameras and ceiling array microphones.

The 4 smaller meeting rooms have audio visual and Microsoft Teams Rooms video conferencing systems, with 55” or 65” displays.  The Public Information Management room mimics the meeting room solution with the addition of 2 further displays, on which feeds from the ECC can be selected and displayed.

A paging system has been installed in the Auckland Emergency Management floor at Auckland House, allowing preset or live broadcasts to some or all the loudspeaker locations used for calling meetings and alerting staff to emerging emergency situations.

The Emergency Control Centre is the main hub for information streams and emergency coordination.  The 6×2 screen video wall aggregates content from various sources, such as Freeview, NZTA traffic feeds, MetService weather updates and uses Air Media to serve content from other devices.

From a dedicated workstation the Curator can manage the Control Room setup – how information and audio streams are positioned and prioritised, the media content – managing the information streams, and repositioning as needed by the ECC team.  These feeds are also able to be sent to boardroom displays.

Preset recalls and video wall and audio configurations can also be made from a Crestron on-wall touch screen, and a tabletop touch screen on the Curators workstation.

Full training for staff was undertaken, and the system has scope for further system configurations as change is required.
